It was announced at the regular meeting of the Los Alamitos City Council on Monday, Nov. 19, that both Seal Beach Mayor Pro Tem Gary Miller and Huntington Beach Councilman Matt Harper were elected to serve on the governing board of Orange County Transportation Authority (OCTA).
Orange County Breeze had already reported on Miller’s election, based on a news release from the City of Seal Beach.
The information below on Harper was released while I was attending that Los Alamitos Council meeting, by Councilman Harper.
On Thursday, November 15, 2012, mayors and councilmembers from throughout Orange County met to choose the representatives for various committees, commissions and boards, including the Board of Directors for the Orange County Transportation Authority. The mission of the OCTA is to “develop and deliver transportation solutions to enhance the quality of life and keep Orange County moving,” doing so through bus transit, Metrolink, freeways and streets, the 91 Express Lanes and other programs.
There are 17 voting Directors for the OCTA and 10 seats were decided on that evening. For each Supervisorial District, there was an election for two seats; one to be elected one-city one-vote and the other with a vote weighted by population. The mayors for each of the cities were eligible to vote or designate another councilmember to vote on their behalf.
Huntington Beach Councilman Matthew Harper won a seat on the Board of Directors for the OCTA with the support of Huntington Beach, La Palma, Los Alamitos, Newport Beach, Seal Beach and Stanton on a 6-to-3 vote that was weighted by population versus Costa Mesa Councilman Jim Righeimer. The other Second District cities include Costa Mesa, Cypress and Fountain Valley.
The other seat for the Second District went to Seal Beach Mayor Pro Tempore Gary Miller over Newport Beach Mayor Pro Tempore Keith Curry after Huntington Beach Councilman and former Mayor Joe Carchio was ruled ineligible due to the fact that a councilmember from Huntington Beach had already been elected.

Third District: Mayor Pro Tempore Al Murray of Tustin
Fourth District: Councilmember Gail Eastman of Anaheim
Fourth District: Mayor Tim Shaw of La Habra
Fifth District: Mayor Frank Ury of Mission Viejo
Fifth District: Councilmember Lori Donchak of San Clemente
