The Tuesday, January 12, 2016 regular meeting of the Rossmoor Community Services District began the New Year by celebrating the achievements of RCSD’s dedicated staff members, Park Superintendent, Omero Perez and newly promoted Recreation Superintendent, Chris Argueta. President Kahlert commended Omero Perez for 22 years of exemplary service to the District. Mr. Perez is the longest serving employee of the District. Chris Argueta was awarded for his outstanding achievement organizing the first Rossmoor Winter Festival.
President Bill Kahlert then presented the 2015 State of the District Address, “I am very proud to report that the Rossmoor Community Services District has had a very productive and successful year. The District achieved and maintained a very solid fiscal position and implemented numerous efficiencies while accomplishing several facility improvements during calendar year 2015.”
Kahlert continued by highlighting the District’s significant accomplishments over the past year such as successfully negotiating For Profit Use Contracts and updating the District’s policies, ordinances and fee schedule and the installation of a new digital phone system and technology upgrades, resulting in improved cost recovery and increased annual revenue.
Other noteworthy achievements were the early payoff of the District bond debt on the Rossmoor Signature Wall; saving property owners approximately $88,000 in property assessments (including $9,100 in interest payments), and the development of the first annual Rossmoor Winter Festival, a feat for which President Kahlert was particularly proud as the driving force behind its inception.
During his presidency, Bill Kahlert’s contributions comprised of many improvements in District facilities like the Rush Park Canopy Permanent Shade Structure, Montecito Center Renovation Project, Turf Replacement Landscaping and Beautification Project, Kempton Mini-Park Landscaping Project. Bill Kahlert also devoted many hours to serving on various District committees including the Parks and Facilities Committee, Capital Improvement Projects Committee, Audit Committee, Los Alamitos Unified School District Ad Hoc Committee, Mayors Consortium Committee and others.
“The Board and staff of the District are proud of the accomplishments for 2015 and hope you are as well. We look forward to an even more productive year in 2016. Thank you for the opportunity to serve the great community of Rossmoor,” President Kahlert concluded.

Newly elected President Tony DeMarco thanked Director Kahlert for a productive year as 2015 President of the Board of Directors and presented him with a commemorative gavel and proclamation.
“Amidst challenging circumstances and impossible deadlines, President Bill Kahlert led a team of District staff and volunteers in pioneering the highly praised and well attended, first annual Rossmoor Winter Festival event, which was enjoyed by the entire Rossmoor Community,” President DeMarco stated.
President DeMarco also remarked, “I want to thank my Board for electing me and trusting me to the Office of President. We had a very productive 2015 and I am looking forward to a very productive 2016. Everyone on the RCSD Board of Directors is a resident of this community. We all love this community and I feel very honored and privileged to be on the Board.” President DeMarco thanked outgoing President Kahlert for his outstanding service.
President DeMarco also congratulated First Vice President Michael Maynard and Second Vice President Ron Casey on being unanimously elected to serve as the board’s 2016 leadership team. These individuals will serve a term of 12 months during the calendar year 2016.
In addition, the Board, serving as the Public Improvements Financing Corporation held an election of officers and appointment of officials as follows:
