The Legislative Analyst’s Office has just published the following report:
The 2019-20 Budget: What Can Be Done to Improve Local Planning for Housing?
As part of the 2019-20 Governor’s Budget, the administration proposes changing state oversight of local housing decisions and proposes offering rewards to cities and counties to encourage them to plan for and approve housing. This proposal includes elements aimed at boosting home building in the short term and others aimed at boosting building in the long term. We recommend the Legislature reject the short-term elements of the Governor’s proposal, as it is unclear how the proposed strategy differs from past state efforts that have yielded limited results. We agree, however, with the administration that looking for opportunities to further improve long-term planning for housing would be worthwhile. While the Legislature has made significant progress in this area in recent years, opportunities for further improvement remain. We offer several suggestions for the Legislature to consider.
