Guidance for businesses in anticipation of reopening

On May 12, 2020, Governor Gavin Newsom, in partnership with the California Department of Public Health and CalOSHA, released guidelines for the anticipated re-opening of dine-in restaurants and retail spaces such as shopping malls and in-line tenant spaces. The guidance also contained a proposed checklist for dine-in restaurants that includes specific requirements for a written worksite plan, employee training, screening measures, cleaning protocols, and physical distancing guidelines.

On May 18, 2020, Governor Newsom granted local public health officials the authority to adopt the state’s phased re-opening plan and gradually move forward with reopening dine-in restaurants and retail spaces as long as they met certain criteria, including a hospital capacity to treat additional COVID-19 patients and have an adequate amount of personal protective equipment (PPE) on hand. The Orange County Public Health Officer, the local public health official for Buena Park, is reviewing the criteria to formally submit a “variance waiver” to the state for consideration. As such, Buena Park believes that Orange County may receive the “green light” to reopen dine-in restaurants and retail establishments in the near future. When this occurs, dine-in restaurants and retail tenants will need to establish a written, worksite-specific COVID-19 prevention plan at every location, perform a comprehensive risk assessment of all work areas, and designate a person at each establishment to implement the plan indicating how they will protect both employees and patrons. This plan must be in compliance with California State COVID-19 Industry guidelines. 

This is not an authorization to re-open at this time. The City of Buena Park is strictly adhering to federal, state and county guidelines regarding COVID-19 matters.  However, the City encourages eligible businesses to start putting plans in place to be ready for a gradual re-opening within the coming days and/or weeks, awaiting further state authorization.

“The City is optimistic that we can start re-opening additional sectors of our business community very soon.” said Mayor Fred Smith. “We know that Buena Park businesses are anxious to re-open and we will do everything possible to make this transition as safe and smooth as possible.”

The City encourages dine-in and retail businesses to use the attached guidelines and checklist as reference in preparation of requirements regarding re-opening.
