Qualifications: A candidate shall be a voter residing within the boundaries of the District per Government Code §61040.
The nomination period for the November 4, 2020 election is July 13, 2020 through August 7, 2020. In preparation for candidate filing under COVID-19 restrictions, the Orange County Registrar of Voters would like to inform candidates of the options that will be available for them during this filing period. Candidate filing begins on Monday, July 13, 2020 at 8:00 am and concludes on August 7, 2020 at 5:00 pm. All candidates are encouraged to make this a contactless candidate filing experience for the safety of the candidate and the Registrar of Voters’ staff. Forms will update on the website beginning July 13, 2020.
Official declarations of candidacy for eligible candidates desiring to file for any of the elective offices may be obtained from, and must be filed with, the Registrar of Voters, 1300 S. Grand Avenue, Bldg. C, Santa Ana, CA 92705, on and after July 13, 2020. The Registrar of Voters is putting in place measures to ensure its customers are provided with the highest level of customer service while limiting exposure for its employees. To reduce in-person contact, it is requested that candidates take advantage of the candidate filing portal. The Candidates Guide can be accessed online at the Orange County Registrar of Voters website https://www.ocvote.com/candidates. Declarations must be filed not later than 5:00 p.m. on August 7, 2020.
The Registrar of Voters has a custom web portal that allows candidates to start the Candidate Filing process without coming to the Registrar of Voters’ office. Candidates can download, print and complete all forms (including the Declaration of Candidacy) in the comfort of their own homes. They have the option of taking the Oath of Office via a notary service or by using Zoom, a video conferencing service, with one of the Registrar’s staff members. Another option available to candidates is to receive their documents via email or regular mail. If you prefer to file in-person, we ask that you make an appointment. Walk-ins are welcome, however be prepared to wait.
Candidates can make an appointment online during business hours at ocvote.com/appointments (coming soon). Completed documents with original signatures MUST be received by our office by the close of the nomination period, 5:00 p.m., August 7, 2020 in order for the candidate to be qualified for the ballot. For convenience, there will be a secure drop box located in the courtyard outside of the Registrar of Voters’ office for candidates to drop off their completed nomination forms.
Appointment to each elective office will be made by the supervising authority as prescribed by Elections Code §10515 in the event there are no candidates or an insufficient number of candidates for such office and a petition for an election is not filed within the time prescribed by Elections Code §10515; that is, by 5:00 p.m. on August 7, 2020. [per statute, 5 p.m. on the 83rd day prior to the day fixed for the general district election]
