Seal Beach Police Department arrests child pornography suspect

After a lengthy investigation by the Seal Beach Police Department, a man was arrested for possession of child pornography.

In May 2020, the Seal Beach Police Department entered into a partnership with Internet Crimes Against Children (ICAC) Task Force Program. In 2008, Congress enacted the “Protect our Children Act”. As a result, the National Internet Crimes Against Children Task Force Program was created. The ICAC Program was developed in response to the increasing number of children and teenagers using the Internet and other technology, the proliferation of child sexual abuse images available electronically, and the heightened online activity by predators seeking unsupervised contact with potential underage victims.

The ICAC task force consists of a national network of 61 coordinated task forces representing more than 4,500 federal, state, and local law enforcement and prosecutorial agencies. These agencies are engaged in both proactive and reactive investigations, forensic examinations, and criminal prosecutions. The task force is dedicated to developing effective responses to online enticement of children by sexual predators, child exploitation, and child obscenity and pornography cases.

In June 2020, the Seal Beach Police Department’s Detective Bureau received information about a known sexual offender who was allegedly in possession of digital child pornography.

During this investigation, Seal Beach Police and ICAC investigators authored a search warrant, seized the suspect’s cellular phone, and discovered numerous images of child pornography. At the conclusion of the investigation, the case was presented to the Orange County District Attorney’s Office for review and filing considerations.

On December 11, 2020, the Orange County District Attorney’s Office filed the charge of possession or control of matter depicting minor engaging in or simulating sexual conduct against Luis Mondragon, age 29 of Stanton, California. A warrant was subsequently issued for his arrest.

On December 15, 2020, Seal Beach Police investigators contacted Mondragon and placed him under arrested without incident. He was later booked at the Orange County Jail.
