Steel amendment to hold China accountable for emissions passes House

Rep. Michelle Steel’s (CA-48) amendment to H.R. 4521 the America COMPETES Act overwhelmingly passed the U.S. House of Representatives. Rep. Steel’s amendment would require the Chinese Communist Party to match emission cutting targets established by the United States. China accounts for 28% of global greenhouse gas emissions – more than any other country in the world. 65 House Democrats and 200 House Republicans joined Rep. Steel in voting to include her amendment in the final text of H.R. 4521. Rep. Steel spoke on the House Floor in support of her amendment and highlighted the continued abuses by the CCP.

“China has avoided accountability for their unfair trade practices, gross human rights violations, and environmental abuse for too long,” said Rep. Steel. “It is time they are held to the same standards as any other developed country. They shouldn’t get a free pass.”

Rep. Steel offered five amendments to H.R. 4521, three of which were approved by the House Rules Committee for consideration in the final text of the bill. Rep. Steel’s amendment to end China’s classification of a “developing nation” within the Paris Agreement also passed the House as part of a larger amendment package.

No. 238 (pdf) – Establishes that China should end its classification of “developing nation” within the Paris Agreement.
No. 239 (pdf) – Requires the Chinese Communist Party to match emission cutting targets established by the United States.
No. 240 (pdf) – Prohibits Chinese, Russian, North Korean, or Iranian state-owned enterprises from having ownership of a company that has a contract for the operation or management of a U.S. port.

Thank you Ms Chairman, I yield myself as much time as I may consume.

China has avoided accountability for their unfair trade practices, gross human rights violations, and environmental abuse for too long.

My amendment would require the Chinese Communist Party to match emission cutting targets established by the United States.

China accounts for 28% of global greenhouse gas emissions – more than any other country in the world.

This amendment takes necessary steps to hold China accountable for their pollution.

It is time they are held to the same standards as any other developed country. They shouldn’t get a free pass.

We cannot allow China to walk all over us.

I also want to address what was said by my colleagues on the other side of the aisle about criticism of this bill.

Yesterday, Democrats suggested that criticism of this legislation is “Asian bashing” and “xenophobic.”

Let me be clear: I will never back down from calling out the CCP.

We should all be on the side of free speech, democracy and human rights.
