On January 24, 2023, the North Orange County Community College District (NOCCCD) Board of Trustees adjourned the Board meeting in honor of former Trustee Otto J. Lacayo who passed away last week.
Mr. Lacayo served as a NOCCCD Trustee from 1985 until 2005. He was instrumental in helping to pass the 2002 Measure X Bond which provided $239 million dollars for improvement and expansion of District campus facilities.
Current Board Secretary Jeffrey P. Brown had this to say about Mr. Lacayo: “He was a wonderful resource for information and an excellent role model for trustees. He believed deeply in the community college model and what we do. He was a fierce advocate for good governance procedures on the Board and in the District. He was a well-known public official in Cypress, and we were very fortunate that he was willing to give his time to this District.”
Mr. Lacayo was a long-time resident of Cypress, serving on the Cypress City Council from 1970 until 1986, including numerous terms as Mayor. Current Cypress Mayor Anne Hertz issued a statement on behalf of the city.
“Cypress has lost a friend and a champion in former Mayor Otto Lacayo. His many years of service helped create this wonderful community for residents and local businesses. The impact Mayor Lacayo had on our community will be recognized for generations to come. The City of Cypress mourns his loss and sends condolences to the Lacayo family,” she said in the statement.
