City of Huntington Beach v. Xavier Becerra, the so-called “sanctuary cities” suit against the self-styled California Values Act, was reversed on appeal by a three-judge panel in Division 3 of the California Fourth District Court of Appeals. The ruling found that, basically, any State law addressing a “state-wide concern” can override a Charter City’s right to control its municipal affairs.
