We would like to remind all our readers that the 2020 primary election for the State of California has been moved from June to March. Regardless of reasons behind the move, the one thing for sure is that California voters must begin to pay attention to local, regional, state, and national politics much sooner than they might be used to in an election cycle.

In the table below, the “Liberal/Conservative Rating is taken from the 2020 Almanac of American Politics. It is based on how the person voted on twelve key pieces of legislation. New representatives will not have a rating.

United States Congress

Because there are so many new Congressional representatives, I am sifting through roll call votes using GovTrack to find a handful that show willingness (or not) to swim against the tide. The list below may grow as I find new examples.

  • Copyright Alternative in Small-Claims Enforcement Act of 2019 (HR 2426). All Orange County members of Congress voted to foster copyright trolls at the expense of ordinary Internet users.
  • Impeaching Donald John Trump, Article I (HR 755). All Orange County members of Congress voted to impeach Donald Trump.
  • Impeaching Donald John Trump, Article II (HR 755). All Orange County members of Congress voted to impeach Donald Trump.
  • House Joint Resolution 46 (HJR 46), authored by Texas Congressman Joaquin Castro (D). This cancelled the state of emergency proclaimed by President Trump on the southern border with Mexico. The resolution passed, but President Trump vetoed it. An attempt to override the veto failed.
  • Raise the Wage Act (HR 582), authored by Virginia Congressman Bobby Scott (D). This would raise the federal minium wage to $15/hour over six years, then enforce further raises based on “the median hourly wage of all employees as determined by the Bureau of Labor Statistics.” The bill passed the House and was sent to the Senate for consideration, where it will likely die.
  • American Dream and Promise Act of 2019 (HR 6), authored by California Congresswoman Lucille Roybal-Allard (D). This would cancel deportation of Dreamers and adjust their immigration status. The bill passed the House and was sent to the Senate for consideration, where it has a good chance of being approved.
  • Equality Act (HR 5), authored by Rhode Island Congressman David Cicilline (D). This would “prohibit discrimination on the basis of sex, gender identity, and sexual orientation” thus setting into federal law, for example, the expanding practice of allowing self-identified transgender female (biological male) athletes to compete in women’s athletic programs. The bill passed the House and was sent to the Senate, where it will likely languish.

The Cook Partisan Voting Index (or CPVI, also from the 2020 Almanac) is a measure of how heavily a particular voting district favors one party or the other.

We have also added a link to a pdf of the District’s 2019 SBA Small Business Profile under the District header. Club for Growth’s 2018 scorecard (CfG) has been added under each representative’s information. For the CfG scorecard, a high number indicates greater support for business, a lower number a lower support for business. The first CfG number is the representative’s 2018 score. The second is the representative’s lifetime score. New representative’s have not yet been scored.
